This phase focuses on actions taken before a disaster strikes to lessen its potential impact. Mitigation involves identifying risks, strengthening infrastructure, creating disaster-resistant systems, and educating the public. Examples include enforcing building codes in earthquake-prone areas or implementing flood barriers in regions with a history of flooding.

- Long-Term Resilience
